KeyRex is a keyboard remapping tool which generates a transliteration effect for example it enables to write into russian using the latin keyboard. It works under Windows XP.
The programs comes already configured to write into russian by using a latin keyboard, so if this is your case no further configuration is needed, and it will provide the following remapping besides the usual transliteration, example 'f' becomes 'ф' and so on
To install it, download the release, then set the Windows keyboard configuration to the target language (in the default case, set the russian keyboard from the Windows keyboard configuration utility) and launch the program
